There will be an Information System Service Centre established within the scope of the project allowing target groups to be involved in the work process via remote Internet access without the necessary traveling and extra time load requirements. The project contents cover a wide-scale training (both theoretical and hands-on training) of 15 women in the use of a finance information system helping to establish 6 part-time job positions for 8 women. The project also includes acquisiton of knowledge in the area of IT, sustainable development and language skills. Supporting measures included in the project shall help the engagement of all target groups. Graduates will be able to perform all basic logistic and financial operations in the information system as well as to provide basic consultancy services therewith.
One fifth of all the unemployed people in the Czech Republic (more than 105,000 people) live in the Moravian-Silesian Region; there is the highest ratio of job applicants per one vacant position - 1:40. The unemployment rate in this region has reached 17 % of which 49 % represent women (target group of the project). Out of the total number of unemployed people, 13,388 women, i.e. 12.7 %, meet the requirement of basic education level in order to be involved in the project (secondary school graduate), and 29,214 women, i.e. 27.7 % meet the age prerequisite (up to 40 years of age) (all data as of 31 December 2004). As the above mentioned figures and discussions with the Ostrava Work Office imply, the target group's key problem is the shortage of vacancies in general on one hand and the shortage of part-time jobs on the other hand. There are also knowledge barriers; employees have to pass a training with limited applicability (graduates). Low prospects barrier (women going on maternity leave) and restricted time availability (mothers with children) represent further major barriers. There was another issue coming out from the discussions with particular potential clients (users of the information system) of the IT Service Centre - there is a shortage of qualified employees for part-time jobs or employment for a definite period of time. These jobs will be covered by establishing a group of qualified workers on the basis of outsourcing. The project managed in cooperation with the Ostrava Work Office covers the selection procedure, establishment of new job positions and their sustenance for the period of 2 years as well as training and join-up training of further project participants who will thus get a significant chance to win a job. The knowledge barrier is overcome by the initial wide-range training; prospects and time availability are ensured by providing part-time jobs. The supportive actions only aptly complete the above mentioned measures so that target groups from the entire Moravian-Silesian Region could be involved without any problems. Women engaged in the field of information technologies improve women's access to IT on one hand and involve them in ań unconventional field of consulting services in the area of information systems. The training covers both professional lectures and environment and language studies contributing to sustainable development and qualification enhancement.
Target groups:
According to the experiences and to the information ascertained during the discussions with the Ostrava Work Office, key needs of the target groups cover qualification enhancement in information technologies (of participants without tertiary education), creation of time less consuming (part-time) job, language skills, work experience acquisition and, last but not least, the need of supportive actions (baby-sitting allowance, commuting allowance). The project is important in providing complex theoretical and practical knowledge about the particular information system (SAP) which is the largest and most used information system according to all criteria. This knowledge will then allow for easy job acquisition at different employers using this information system. It is also important for the women to acquire and keep work experiences with all the skills and knowledge. Working with the information system goes hand in hand with the knowledge of information technologies and practical language skills when communicating with potential EU customers.
